[Most of the resources used from Talon as Reaper was information, transportation. The fact he was sitting on the Council meant he had access to so much- but he had to be careful. Didn't use more in appearance than he always had, playing his part carefully. Knew exactly what line he was walking, and didn't want to give himself away.
