Too many. Whoever did this didn't care how many got taken out in the fallout of the explosion, probably better to make it seem less targeted. Easier to pass off as an attack on the whole and keep some from digging further. Brush off, feed some story that suited to get the mess wiped aside as some tragedy and nothing more.
Only thing he could expect with how things went once they got out, where the damn bomb -or one of them. Had there been more? After the one where they were went off it was all just a muddy mess he couldn't remember. Fuck.
